Hi John,
Just before I start adding a load of stuff that you don't care about; have you taken a look at the OPM Quality Management User Guide which has sections on specifications & their use in validity rules. I can upload a copy of the doc (or the relevant sections if the whole thing is too much - it's 492 pages long).
Failing that I can give you my understanding of the use of validity rules in our implementation.
