Is there a way to restrict inventory transactions for certain users

OPM has a feature called reason code security to do this.
Reason codes provide information on increases or decreases in inventory.
They are used to flag transactions and attach reasons to them. All transactions entered though the Inventory Quantities window, must have a reason code associated with it.
Other OPM windows require Reason Codes as well.
For example, you have a batch of product that cannot be shipped because the color is wrong. If this is a common occurrence, then you can set up a reason code that identifies these situations.
To prevent or reduce the risk of using an incorrect reason code, reason codes are secured by:
1. Document Type
2. Oracle User Responsibilities
Any document type that has reason code functionality is required to let you assign which reason codes are valid for the specific document type. A reason code must be associated with both a document type and a responsibility in order for the reason code to be used on a given window.
At least one of the Document Type fields and one of the Responsibility fields must have a value.
The Oracle Applications profile option GMA: Reason Code Security
must be set to Yes for reason code security validation.
The default is No.
To add reason code security in Oracle Applications, first navigate to
the Reason Codes form. From the Action menu, select Reason Code
Security. This form allows you to associate a reason code with specific
responsibilities.
